From Skills Gap Analysis to a Capability Framework

Our Role

Yellow Seed Consulting partnered with the organisation across two phases: firstly to conduct a comprehensive skills gap and capability analysis across IT, and secondly to redesign their technical competency approach into a scalable, organisation-wide capability framework that is practical, usable, and aligned to business needs. 

Situation

The organisation initially engaged Yellow Seed Consulting to evaluate the readiness of key IT functions following system failures that exposed deeper capability challenges. There was also a lack of succession planning, leadership capability gaps, over-reliance on a few senior specialists, outdated skills and siloed ways of working. 

Following Phase 1, while clear skills gaps and structural issues had been identified, a second challenge emerged. 

During a pilot process, a detailed technical competency library and an Interactive Role Profiling Tool were developed for the IT job family. 

However, replicating this level of detail across the organisation would be costly, time intensive, and difficult to maintain. 

The organisation needed to: 

  • Simplify the technical competency library   
  • Create a framework that could scale across business units   
  • Ensure it was easy to understand, apply and maintain   
  • Move from a static, role-based approach to something more flexible and future-fit 

Solution

We supported the organisation in evolving their approach from a traditional competency framework to a capability-based framework.

Traditionally, competency frameworks had been:

Highly detailed and role-specific

Built around fixed job families

Designed as comprehensive, once-off structures

The challenge with this approach is that the more detailed and specific they become, the harder they are to maintain, evolve and use. Over time, they become outdated or bypassed.

We introduced a shift in thinking:

Instead of asking “What competencies does this role need?” We asked “What capabilities does the organisation need to deliver value?” and “How do roles draw from those capabilities?”

This ensured the framework was not only well designed but usable in practice.

Results

The organisation was able to move from a highly detailed, complex competency approach to a simplified, scalable capability framework.  

This enabled: 

  • Easier understanding and adoption across business units   
  • Greater consistency while still allowing role flexibility   
  • Improved alignment between capability, role design and business needs   
  • Reduced complexity and maintenance effort   

Importantly, the shift created a more future-fit approach to capability, allowing the organisation to evolve its workforce more effectively as business needs change. 

The work also strengthened internal ownership, with leaders better equipped to interpret and apply the framework in their own context, rather than relying on static definitions.
